The Ambala district stands as one of the 22 districts within the state of Haryana. Ambala town functions as the administrative hub of the district. The roots of District Ambala trace back to 1846 when it was carved out of the lapsed and confiscated territories of the ‘North-West Frontier’ by British representatives in Delhi, as documented in the Punjab Administration Report (1911-12). The British then appointed a Deputy Commissioner with civil, criminal, and fiscal powers to oversee the district.

Judicial Complex - Court

In 1853, the first Chief Commissioner assumed leadership of the local executive administration, marking a shift in the administrative structure. A Judicial and a Financial Commissioner, governing the judicial and revenue departments, respectively, were appointed under the Chief Commissioner. The Chief Court, consisting of two Judges, replaced the Judicial Commissioner in 1866 and became the final appellate authority in civil and criminal cases.

As the judicial system evolved, the Divisional and Sessions Judge took on civil and criminal jurisdiction in a division comprising one or more districts. The Court of District Judges became the principal court of original jurisdiction, with Subordinate Judges assisting the District Judge. Munsifs, appointed at different grades, handled civil suits at various value levels. Over time, the judiciary started to separate from executive duties, leading to the appointment of a separate officer with the powers of a District Judge in 1884.

The Punjab Separation of Judicial and Executive Function Act in 1964 marked a significant milestone, leading to the withdrawal of judicial work from Deputy Commissioners and the establishment of Judicial Magistrates. This act, adopted on October 2, 1964, brought about a crucial separation between the judiciary and the executive, aligning with constitutional principles.

Before this separation, the district had a judicial structure that included the District & Sessions Judge, Additional District & Sessions Judges, Senior sub-judge, and sub-judges at different Tehsil headquarters. Circuit courts were set up to address the diverse judicial needs across the district. However, the reorganization brought about by the Punjab Re-organization Act in 1966 led to a reduction in the Ambala District’s map and a subsequent impact on its judicial structure.

Today, the revised strength of the judiciary in Ambala, post-reorganization and the separation of the judiciary from the executive, is led by the District & Sessions Judge at Ambala. This evolution reflects the continuous development and refinement of the judicial system in the Ambala district over the years.
